when using the download manager and Alt-Clicking a link, the download manager still focuses even when the focusWhenStarting key is set to "false", the default.

Reproducible: Always

Steps to Reproduce:
1.Open page with links
2.Alt-click link to download


Actual Results:  
Download window opens on top of browser

Expected Results:  
Download windows opens behind browser
Version: unspecified → 5 Branch
Build: Mozilla/5.0 (Windows NT 6.1; rv:7.0a1) Gecko/20110627 Firefox/7.0a1

This would be the intended behavior.
Could you attach a screenshot of what seems to be the issue just to be more clear? Thanks
if i choose focusWhenStarting=false, i expect it not to focus in ALL conditions, content-disposition:attachment, alt-clicking, etc. if i alt-click, having the download manager focus is inconvenient, i'm often alt-clicking many items.
