I've seen stuff like this on multiple occasions in the past.
WinXP, 5.0 release, large profile with ~470 tabs, about 15 tabs actually loaded, recent restart.
Submitted a change to bugzilla, and when the result page loaded (see attached image) the header DIV didn't render correctly. Reload I'm certain would fix it. I'll also note that when I middle-clicked on New, for a while during the load of the New Bug page it showed the same problem, then it corrected itself before the page finished loading.
I've seen similar problems on other websites in the past under 3.x and 4.0; always resolved by reloading.

It's happening quite often; circa 50%. Perhaps there's a problem loading the stylesheet at the server...
