Some old add-ons like 'All-in-one Gestures' have no categories selected. Such add-ons should be moved to 'Other'

This will fix the bugs where a) Add-on category is missing for some add-ons in the homepage b)Related categories section is blank in detail page.

Categories is a required field now, this problem will fix itself.

Otherwise the bug is not to list add-ons with no categories under other, but to write a run once script that finds add-ons with no categories and puts them in the other category.

Thanks for filing this.  Due to resource constraints we are closing bugs which we won't realistically be able to fix.  If you have a patch that applies to this bug please reopen.
