66874 - account settings for "log in" and mailcheck not honored

when mailnews start, it will attempt to check mail, regardless of whether "check
for mail every...xx minutes" is checked or not.
A little annoying and in additon causes an error box i have to confirm if i'm
not connected to modem at the time mailnews start.

Settings for "log into this account at startup" are not honored either, and
mailnews will uncollapse all POP accounts it finds, and check the first of them,
even if second POP account is the one i want to log into.
(also implicating that accounts collapsed state is no longer persistant through
sessions)

This may be considered separate bugs, but must have emerged around the same
time, so filing as one for now.
