r=me on the content/ bits.  You should get somebody from necko to ok exporting nsSimpleURI.h.  I think I tried to do that once and got shut down.

Sounds fine to me.  But I suspect bz might know if there's some objection (bz: the issue is just the one-line export change in the makefile).

Why do we need to export it?  Seems like all you really need is to netwerk/base/src it to LOCAL_INCLUDES as needed.

We really don't want stuff outside Gecko to start depending on nsSimpleURI....

Not working on it. Maybe we'll need it for e10s testing, maybe not. I know that our way of passing URLs across processes is totally different now than it used to be.
