1. Load the URL
2. mousedown on "aaa"
3. move mouse cursor on the div's edge.

Actual Result:

cannot scroll the div element

Expected Result:

the div element should be scrolled.

This is a simple mistake, I'll post a patch soon.

Selection root element may be non-scrollable frame even if it's document body. So, we must not give up when selection root element isn't scrollable.
