670432 - revise constraints for campaigns

in Bug 670431 https://crash-stats.mozilla.com/admin/email_campaign/62 shows Email status: [] for signature cal::UTC(), because in https://crash-stats.mozilla.com/admin/email_campaign/61 had been done previously for cal::UTC()

campaign 62 specified a different time period for the same signature, and should have picked up at least a few different email addresses.  

Furthermore, in campaign 61 I specified only thunderbird release 5.0, and I would have liked to have done a follow up campaign for other major releases still in use.

<rhelmer>	wsmwk: hmm so the current behavior is that we'll only ever attach a particular email address to one campaign
<rhelmer>	and there's only ever one campaign per signature
<rhelmer>	both of these constraints are probably wrong
<rhelmer>	wsmwk: however really i think we're being too restrictive, we should allow campaigns to be bigger and email addresses to be in multiple campaigns, I am thinking

Email campaigns have been replaced with an auto-emailer.
