670753 - Developer tools incorrectly indicate that add-on doesn't have contributions enabled

This was brought up in the forums:

Apparently it's happening to most if not all of this author's add-ons.

These are add-ons that have had contributions set up since the beginning. The add-on listing correctly shows the contribute button and it all works ok. However, when you visit the payments section of the dev tools, it appears in a state as if contributions were not set up:

If you click on Set up contributions, the form appears and it already has all the necessary data, so it appears that we're just not detecting that contributions are active, even though they are active in the add-on page.

Adding in a clearer error message.

In the meantime the developer could complete "What's next for this add-on?" field and payments setup should show up.
