There are two bugzillas (http://www.mozilla.org/bugs on the front page, and bugzilla.mozilla.org) I think there are two entry forms too. One comes with the first, and also after you search for your bug. The other is the new one, which dosen't allow reporting on webtools? Come on, what's a poor person to do?
I'm not sure what you mean here. http://www.mozilla.org/bugs is a front end to bugzilla.mozilla.org. There's only one bug system I can see, although there are two entry forms, basic and advanced (which are both on the bugzilla.mozilla.org front page). The only other thing I can see is Netscape's bug reporting system, but that's a totally different system for different products. Please explain in more detail what is confusing you and maybe we can fix it.
http://bugzilla.mozilla.org/ is the bugzilla bug system. http://mozilla.org/bugs/ is a page describing bugzilla. One bug entry page is the bugzilla helper which makes it easier for newbies to file bugs on Mozilla. The other form lets people file bugs on other products. marking this invalid since its a question, not a statement of something that needs to be fixed.
The fact that someone doesn't understand something is perhaps indicative that something could be improved.

moving all closed Bugzilla bugs to the new Bugzilla product. This batch is DUPLICATE/INVALID/WORKSFORME/WONTFIX reassigning to default owner and QA in case of the bug being reopened. Clearing milestones, since we really shouldn't have them on these types of resolutions. Sorry for the spam everyone...
