When trying to switch to another tab using the "Switch to tab" feature, in a minimized window, the entire chrome content (Menu bar, Tab, bar, Vertical and Horizontal scrolls) shifts to the left.

Reproducible: always

Steps to reproduce:
1. Minimize window vertically until the Help menu item is no longer visible.
2. Type in url bar www.mozilla.com
3. Open new tab and start typing www.mozilla.com
4. Go with arrow keys to "Switch to tab" entry
5. Observe behavior

Actual results:
 - chrome content shifts

Expected results:
 - nothing happens
Severity: normal → S3
