Administrators should be able to create and manage what tags are available. Users should only be able to select from the available tags when tagging articles.

Current implementation, and I think MindTouch, accepts free-form tag entry. We can revisit constraining the vocabulary

FWIW, Kitsune restricts the ability to create a new tag to a permission, and the ability to tag things to a separate permission. And also FWIW, UX/IA seems to say curated tag taxonomies are best at this scale--i.e. free-form works with delicious-levels of users but at the few million/month (and less than thousands of editors) you do better to enforce commonality than hope it appears naturally.
