Since when it's supposed to work? I don't think we even have text release notes since v3.0 when we started to use HTML release notes. And those are available under the /releases/ directory (as well as HTMLified older text based release notes).

Or are you requesting to have a checkout of http://bzr.mozilla.org/bugzilla/4.0/annotate/head:/docs/en/rel_notes.txt available at that URL? :)

  The text format is linked to by the main release notes as the "Release notes for older releases" for every single Bugzilla release since 3.0.
