This is a disabled item in the menu, we should remove it as it never does anything.

we have real items that could go into this dialog now [print header, footer], i'd say it makes more sense to make the dialog.
Yes, there is now a completely scriptable object that can be used for setting many of the items that you could set in Nav 4.x, The completely scriptable object will be checked in this week. I too, think the dialog should be created and hooked up.
Creating and hooking up the page setup dialog is probably covered by bug 36796 and bug 42817 (not necessarily in that order).
