This is my next feature after the nsIProcess Mac port's blocking execute()
implementation.  Posted a guesstimate and breakdown of the work on the
xpinstallstaff alias already.  Was waiting to hear back if this was sanctioned
work.  Is it now that it has the nsbeta1+ blessing?

The download data from 6.0 indicate large numbers of resumes, so this feature
seems pretty important both from a user satisfaction standpoint and a
marketshare standpoint.  My understanding is that without this work we would
re-download all of browser.xpi if we got disconnected and only lost 1 byte of
it.  Resuming the download without losing what's already been transferred is
what matters here.  The pause feature is nice to have at best and really should
be in a different bug (that I wouldn't rate nsbeta1+ at this time.)

If others agree, then please file the other bug and fix the summary of this one.
