While scrolling simple page in fennec (content scrolling) fennec repainting some thebes layers and that causing some short stucks.

Found that scroll indicators re-rendering again for each scroll event... this was fixed in https://bugzilla.mozilla.org/show_bug.cgi?id=623485, but now it is not re-creating thebesLayer but repainting it all the time
