We need a Russian translation of the 2.0->2.2 migration billboard page

Currently in english at:
* https://www.mozilla.org/start/2.2/ru/

We'll be publishing this in about 19 hours to our 2.0 userbase (a few notices
were sent to the list/newsgroups, sorry for no bug until now)

Even if this is not published in your locale when we push, any user will get the
most-current-version of the page at the time the billboard loads for them.
