I had a 
    <xsl:if test="string-length($cs)
                  and not(starts-with($cs,'Author:')
                  and not(starts-with($cs,'Creator:')
                  and not(starts-with($cs,'ExpectedException:')">

which parsed and worked without signaling the error that this misses
