I think I have L2 access at the moment, but I'd like to be upgraded to L3 access. (Strangely, I think I used to have it as I've pushed to m-c in the past, but I cannot now.)

According to http://www.mozilla.org/hacking/commit-access-policy/:
"Someone can be upgraded from level 2 to level 3 by being vouched for by a single module owner of level-3-stored code."

My original access was granted in bug 496569. My SSH key and agreement should already be on file.
Roping in some module ownery type folks to vouch.
Two peers should be enough, since that's all it takes to get L3 from scratch ...

Oh cool, I was just confused because I thought jbramley's quote in the OP was a necessary condition.
