Currently during release work, I have been manually changing shipped-locales to accommodate for ja/ja-JP-mac per platform. In some places we use |cat shipped-locales| get the list of locales, but this doesn't respect the platform nor does it work properly because it will contain locales "win mac linux". This needs to be fixed, I'm sure there is a script in core somewhere to get the real list.
I fixed this as part of bug 685133.
