Details

There are Firefox deployments that would like to disable installing extensions entirely. It would be nice to be able to have the installation directory extensions directory or similar available so the deployment could include approved extensions.

This might be possible by extending the active extension locations preference.
Please, is this still an issue? 

For what it's worth: from some recent deployments that I have seen (albeit with non-recent, outdated versions of Firefox) I do have a sense that approved extensions _only_ (e.g. dictionaries) can be loaded at Firefox start time. I can't recall whether, in those situations, temporary/limited (session-only) installation of extensions can be performed by the end user.
