Steps to reproduce:

Open a page with <audio> or <video> element.


Actual results:

Video or audio is playing with maximum volume level.


Expected results:

I want that that there will be a possibility to set default volume level for <video> and <audio> in preferences.
Severity: normal → trivial
Looks like the standards say the default value must be 1.0, but on the other hand "or otherwise" opens up for different interpretations.

"Initially, the volume must be 1.0, but user agents may remember the last set value across sessions, on a per-site basis or otherwise, so the volume may start at other values."
