No need to reimplement all this. We should leverage bug 694639 and just make sure admins have write access to all locales.

https://github.com/mozilla/zamboni/commit/12551f6 The admin seems like it can handle the CRUD operations on categories. I tweaked it a bit. Re-open if this isn't good enough or there's more we want here.
