674405 - Text selection of zoomed text shows the tabs bar

1) Open a website
2) zoom in
3) Place a word half off the right of the screen (more visible with 6+ character word)
4) Press and hold on the word half off screen to trigger text selection

Actual results: the word is selected and the screen shifts some amount to the right showing the tab bar

Expected results: word is selected and the screen does not shift. This is what happens if a word is half off the left of the screen.

I can't visualize what this means. Where are the handles?

This is a sample of what happens if the word is off the left hand side of the screen. This is the minimal fix that makes sense. I suppose we could scroll the word into view but that seems like a separate bug.

The sucky thing about this is our selection handles are not part of the webpage. They are part of chrome. It becomes harder for us to hide a handle.

I added a testcase in the duped bug 676223.

Steps to reproduce:
- Zoom in on the testcase and the "some text" text should not be in view.
- Long tap on the green area.

This issue doesn't occur on:
