If Case Conductor is used by a tiny startup with a single tester they will be the only one looking at the system.  They shouldn't have to create a second dummy account to approve and active his own tests.  

We need a way to configure the platform to require this or not.  Perhaps this should just be another permission for test creators "requires_approval" or "no_approval_required" or something along these lines.

I realize this may need discussion.  So let's discuss.  :)
