Replace the "Forums" menu item with a "Discussions" menu item that links to a placeholder Discussions page. The Discussions page should explain that the forums have been archived (see bug 674788), link to the archived forums, and note that a new discussion section is coming soon.

This should be an easy fix once we have the placeholder page in place so making p=1. Assigning to Craig in hopes he can get this in for 1.0.
