Steps to reproduce:
I use the Nightly UX build (July 28), the buttons hover effect looks bad, highlight only the arrows/home/... without all that big region, keep the region but highlight only the buttons

Ryan, I am not sure that I understood you.
When hovering over a button in Mozilla/5.0 (Windows NT 6.1; rv:9.0a1) Gecko/20110825 Firefox/9.0a1 (the most recent nightly), only that button is highlighted not the whole region. Is this what you wanted to be implemented?
That build had different design on buttons so the problem it's fixed now.

This issue doesn't reproduce on Mozilla Firefox 9.0a1 nor on 8.0a2. It works for me and from the above comment is seems it also works fine for the bug reporter.
