I could not reproduce the issue. Could you try reproducing this on a clean Firefox profile?

How do you return to the browser in step 4? By clicking on something (maybe the background?) in a tab group or by clicking on the Group your tabs icon in the upper right corner?
(BTW, recently Nightly returned to the old behavior of opening an empty tab when clicking on the background of a tab group. I don't know what is considered correct.)

This has been removed in recent Firefox versions. I've done a track down to find out when. Of technical reasons when bisecting does "good" mean double-click creates new tab, and "bad" means no new tab.
Last good nightly: 2011-06-15
First bad nightly: 2011-06-16

This is a little bit odd though, but not directly related to this bug. I've found that my old profile recently changed back to the behavior before bug 663614 even when using the current Nightlies in Safe Mode, but if I create new profiles I get no new tabs.
