67525 - navigation arrows in the filter edit window are always enabled

the up/ down arrow buttons on the select filter window are not greyed 
out/disabled even when there are no filters in the list.

Reproducible: Always
Steps to Reproduce:
1.Bring up the browser window
2.open a new mail window
3.in the menu bar go to the edit->message filters option
4.the filters edit window pops up
5.if there are any filters in the list ,then delete each one
6.the arrow keys at the right hand side of the list are not disabled

Actual Results:  the arrow keys at the right hand side of the list of filters in 
the edit filters window are never disabled even when there are no filters in the 
list.

Expected Results:  the arrow keys at the right hand side of the list of filters 
in the edit filters window should be disabled  when there are no filters in the 
list.

when the last filter in the list is selected , and has the focus ,then  the 
'down' arrow should be disabled, and when the first filter has the focus then 
the 'up' arrow should be disabled.
