Straight from the plan:

> For launch: All app uploads are put into queue.  We will hand select some 
> apps to launch with.
> After launch: We need a switch we can flip that changes uploaded apps from
> being put into the approval queue to just being live.  We’ll probably need
> a list of “most recently uploaded apps” that can be quickly reviewed daily.
> If an add-on gets X abuse reports over a given time frame we’ll put it in a
> review queue.  It should still be available on the site while in the queue.

This should have it's own permission level so other editors don't see it.  Let me know if parts of the plan need splitting out into other bugs (like the "after launch" part).

It probably will need some more work based on editor feedback.  Note that it links to a review detail page but that will need some tweaks.
