Tab merged if drag and drop a tab from the other browser to Panorama

Reproducible: Always

Steps to Reproduce:

1. Open more than 2 browsers
2. Open several tabs in both browsers
3. One of the browsers turn on Panorama mode
4. Drag a tab from a normal browser to the Panorama
5. Drop the tab when a rectangle appears instead of a thumbnail

Actual Results: 
  The dropped tab is merged.

Expected Results: 
  The tab should not be merged.
