676311 - Remove Sync Promos from What's New and /fx landing page

We'd like to remove the Sync promos until later this quarter and use that space to focus on Mobile (and other relevant promos) for now. 

Please:

1. Remove the Sync promo from /fx, leaving the Mobile promo showing 100% of the time

2. Remove the Sync promo from /whatsnew leaving Harry Potter and Mobile to show 50/50.

Thanks Raymond. It looks like I had updated 5.0, but not 5.0.1. I'll have to be sure to remember about the difference (5.0.1 is Mac only).

Fixed in trunk in r93345. Merged to stage in r93346.

This leaves two merges to stage that will have to go to production: r93287 & r93346.
