Steps:

1. Log in with admin privileges and proceed to the Admin Control Panel
2. Under Forums > Forum Permissions, select all forums and continue
3. On the next page, select all groups and click "Edit Permissions"
4. On the next page, work down the list setting each group's role to "Read Only Access" for every forum.

Alternatively, you can do the same thing by way of "Group's permissions," setting each group's forum permissions one by one, but it makes you step through a lot more screens by the time you get them all.

Unfortunately, even when everyone's access is readonly, the pages will still display buttons to add new posts/threads if you're not logged in (because we can't know what access you have until you're logged in). The buttons lead to the login form, and once you're logged in and we know you don't have permission to post, the buttons disappear. But I think I can update the skin so post buttons aren't shown to logged-out 'Guests' either.

On stage9 I went to the Admin Control Panel -> Forums and "locked" each forum - it seems to show "forum locked" for both logged-in and logged-out users.
Seems like just locking forums is enough to prevent posts, but it can't hurt to set everyone's access to readonly as well.

Also, in the ACP under General > User registration settings, set "Account activation" to "disabled" to prevent new signups (though we send signups through Deki anyway so this may be redundant... still, can't hurt).

This is done on prod now. All forums are locked and forum "Join now" link is removed and non-functional.

Raymond, can you verify on prod?
