Kuma: Notifications on pages being flagged as in need of review
Capturing a feature request from sheppy: "In each case, an appropriate subset of MDN users would be made aware of the need to review the material. Users should have a way to opt in to reviewing certain types of material (that is, editorial review, or technical review by technology area). We should also have a way for admins to specifically add people to the review groups for given technology areas; key developers should probably not be able to opt out of being in the review group for the technologies they're core developers for." A feed of pages in need of some class of review is needed, at least. Maybe also on-site inbox and/or email notifications sent to watchers and members of a technology expert group. (eg. have tagged themselves with expertise per bug 671914)
This bug also implies active notifications, as opposed to remembering to visit a page (per bug 676378) or subscribing to a feed. Also implies expert groups, which I've assumed can be derived from interests flagged as areas of expertise on a profile. That may or may not be the right approach

I'm going to file separate bugs for the different types of notifications, and have those be blockers of this bug.
Users should be able to sign up for multiple notification methods; for example, I might sign up for the editorial review RSS feed and a weekly overview of all pending editorial reviews by email.
