Steps to reproduce:

I opened a composition window for a new email, then clicked Edit -> Account Settings.


Actual results:

Nothing, the window showing account settings is not shown.


Expected results:

Account manager should be shown. This window is visible, when using main window of the thunderbird app.
I confirm this exact same issue. 

Using Thunderbird 5.0 under Windows 7 (32-bit), also applies when running Thunderbird in fail-safe mode.
I confirm the same issue on Thunderbird 6.0.1 under Windows 7 (64-bit).

But it worked very recently, in some version 3 or 4 or something.
(The version number inflation = confusing, harder to help you and other users.)
(Releasing new major versions with same old bugs = bad software development.)
I often used it, since Thunderbird likes to fail sending messages when my laptop has been moved to another network, keeping the default outgoing server and giving an error message popup instead of asking me what server to use. Very annoying behaviour. Who would ever want that?
Confirming based on the number of reports. But this WFM on both Windows (XP) and Mac os X.
I can reproduce on win7 with trunk build, nothing in error console. did not test safe mode. this issue is reported earlier in bug 670502 (win7) - duping to there.
