67708 - need ability to create certificate non-interactively

Several of the options certutil uses to create new certificates
cause certutil to become interactive, writing prompts to stdout
and reading from stdin to get the needed info. 

For scripting purposes, it would be better if certutil had a 
way to specify all that info on the command line instead of
interactively.  

For example, instead of repeatedly prompting the user for a 
number in the range of 0-7 and then again for a y or n, the
digits could be an argument to the option.  E.g. -5 02c
could mean select SSL-Client and S/MIME uses in the Netscape
extension, and mark it critical.
