The outreach view should have some tests.

To make those tests meaningful, though, we need tons of data, so waiting on data1.1 for these.

Tests should cover:

Outreach for multiple apps, and a selection thereof.
Outreach for both aurora and beta, or either.
Outreach should happen for locales that have no current signoff, where "current" means:
- on a beta appver, on beta push in this cycle, or on aurora on the previous
- on an aurora appver, on aurora in this cycle.
Not current:
- on beta appver, on beta push on previous cycle, or aurora push on the previous previous cycle or earlier
- on aurora appver, any beta push, or aurora push on previous cycle or earlier.

Perhaps as a follow-up, the exported JSON should report the right amount of missing strings for the right locales.
