if pancake's dashboard is empty, the dashboard should stretch to the bottom of the screen.

repro:
1) Launch Firefox 4: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.6; rv:2.0) Gecko/20100101 Firefox/4.0
2) log into pancake, but have no data
3) Verify dashboard is empty, but the settings footer should be stretched to the bottom of the screen, not centered
Expected:
- Footer is stretched to the bottom of screen
Actual:
- footer stretches across the middle of the screen

The new design/IDD doc calls for the footer to be removed.
