If a tab that hasn't been fully loaded is closed off after a tab that has been fully loaded has been closed, then the undo tab will disappear when the Tablet UI is forced

Details
1. set ("browser.ui.layout.tablet" = -1)
2. go to about:firefox
3. open support in a new tab and let it load
4. open the tab side panel and close the tab
5. open the privacy policy in a new tab and close the tab before it fully loads
Expected: the undo tab will still remain with the support as an undo
Actual: the undo tab disappears.
