When network is down, but TB thinks it is up, 

If writing a message there is a message "There was an error saving to Drafts. Retry?" 

If you hit OK - it gives the same message again,
If you hit Cancel it says "Save Draft Error. Unable to save your message as draft. Please verify your Mail & Newsgroups account settings are correct and try again."

It does *NOT* save a message in local Drafts folder. 

I think this is misleading. 

I think 
a) this needs one message, not multiple ones. 
b) I don't think it should be prompting the user to check (and potentially muck up) their account settings if its just the automatic saving of the draft AND the problem is unable to reach the server
c) I think it should save in the local Drafts message as if it were offline. 

This seems to be part of a bigger problem of TB relying on its guess of offline/online status - see Bug #678947;

There are a number of other messages relating to errors saving to Drafts, but they all appear to be different problems.
