Details

"Report Web Forgery" should appear consistently under Help always. This is causing confusion among users, esp those in academia who have written FAQs about how to report phishing scams and their instructions are wrong sometimes.
The menubar appears when you press alt, F10 or Alt-H (for the Help menu). This is standard in Windows applications (even though most people don't know it). The Firefox button doesn't show the complete menubar, that's why some items are missing under the Help menu.
