Not all servers have full internet access (today, wp-ap* does in phx, but that's going away over time, and it's not the case in scl2).

The config should support setting an http proxy/port to use when sending the user data DELETE http requests.

We have some pretty cool backend processes for FxA to delete service data. Those are not going to be backported :)
