STR:
1. Open lots and lots of tabs.
2. Click on the "List all tabs" overflow icon
It should bring up the list of all tabs. Be sure you have enough to overflow your screen height.
3. Move your mouse to about the center of the list
4. Use the scroll wheel to scroll the list
Expect:
The list will scroll when I move the wheel, and stay put.
Actual:
The list scrolls when I move the wheel, but then it keeps "unscrolling" itself back to some other place, usually/always? the top of the list.
This doesn't always happen. Sometimes it scrolls and stays put. Sometimes I don't even need to use the scroll wheel to make it behave strangely. When I click on the button, the list pops open and stays still (good). When I move the mouse pointer into the popup, it scrolls itself back to the beginning of the list (bad).
I can't figure out what's different between the times it happens and when it doesn't. The first STR above shows misbehavior much more frequently than the second (1st = open and scroll down; 2nd = open and just move pointer into the popup.)
I just confirmed this behavior on Mac OS X 10.5.8 running Nightly 9.0a1 (2011-09-16).
The problem doesn't always occur every time I try to scroll, but I can consistently trigger the behavior if I:
1. Open enough tabs that the "List all tabs" dropdown contains enough elements to be longer than the height of the browser window
2. Mouseover the "Tab Groups" option at the top
3. Ever so slowly start to try to scroll down
When I try to scroll down slowly enough, it won't actually scroll down the list at all -- it will just keep "bumping back" the first few elements. Even faster scrolling is of limited use, since the list still rolls back and won't display the lower elements in the list for more than a fraction of a second.

This seems to have been fixed at some point.

I keep have this problem on regular basic with various version of the Nightly version since a couple of years now. It is not fix. It is hard to reproduce because it goes on and off.
I'm on a Mac, but I have the same issue on Windows. It is not OS specific.
Most of the time, when I quit and restart, the problem disappear until it come back later.
