68005 - clicking on account gives plaintext instead of links in right pane

BUILD: 2001-02-07-08

STEPS TO REPRODUCE:
1) start mailnews
2) click on an account (not a folder, but the account itself)

EXPECTED RESULTS:
List of links to "read messages", "compose new message", "create a new account",
etc in right hand pane.

ACTUAL RESULTS:
all the words appear, but in plaintext, not as links.  Also, the "welcome to
mozilla mail & news" pane is not there (separate bug?)

Further testing shows that clicking on the links still works.  They just don't
look like links, the cursor does not change over them, and they are not
formatted as they should be (margins, etc).

This worked a few days ago (and I think yesterday).  adding regression keyword.

Boris, this is a DUP of a bug I filed.  Note: the whole Mail Linux window
suffers from not having the hyperlink look.  Even mail headers don't have the <a
href=> appearance, even though the functionality is still there.
