Details
We want to defend in depth against webapp issues on the l10n community server, and thus it'll move to a different top-level domain, l10n.mozilla-community.org.
Nice side-effect is that we'll free l10n.mozilla.org for elmo.
Migration path:
Leave the two foo.mozilla-europe.org configs alone.
Make the host serve for l10n.mozilla-community.org. For the ssh parts, that depends on bug 680160.
Redirect requests to l10n.mozilla.org to l10n.mozilla-community.org.
In a seperate step, we'll drop those redirects and then serve elmo on l10n.mozilla.org.
