Add support for "you're not muted" reminder

A common problem we have is that during teleconferances someone unmutes themselves to speak, but then appears to forget to mute themselves which leans to noise. Even when people are asked to mute, this doesn't happen, presumably because either the person is no longer listening, or they've forgotten that they are still muted.
Apparently asterix doesn't have support for "soft muting" everyone such that they can unmute using *1. But maybe if we were able to send out a "you are unmuted, please mute yourself" message to everyone that is not muted, then that reminder would be enough.
Ideally that message should be sent out in a booming authoritative voice. Can we get this guy:

We're no longer on Asterisk. If you find this is still an issue on the newer conference systems, please file a ticket in Service Now.
