Toggling from 'Tabs on Top' to tabs on bottom and then back to 'Tabs on Top' causing a reduction in the height of the titlebar which also cuts of the top of tabs and the Firefox button.

STR:
1) Have the option in View->Toolbars->Tabs on Top enabled
2) Toggle the option to put tabs on the bottom
3) Toggle the option to put tabs back on the top

Note the top of tabs and the Firefox button are cut off and the distance between the bottom of the Firefox button and the navigation bar is reduced by five pixels.
Summary: Toggling from 'Tabs on Top' to tabs on bottom and then back to 'Tabs on Top' causing a reduction in the height of the titlebar → Toggling from 'Tabs on Top' to tabs on bottom and then back to 'Tabs on Top' causes a reduction in the height of the titlebar
I forgot to add that the only way to fix this is the restart Firefox
