Remove all non-public data from markup_mark prod dump, then package it up and make it publicly available (presumably on our FTP server).

Note that this is blocked on the availability of enough HD space on our development DB server. Once I am able to import the DB dump, I'll sanitize and re-export it.

Done. The final ".sql.bz2" file is 2.5 GB in size; I'll ask IT to deposit it onto the FTP server.
