Due to the way L10n is working in the new release cycles, we need to be able to sometimes ship locales with untranslated strings. To do this, we need to turn on l10n merge in our build configuration.

We should do this on the current beta and release configurations, but not on 3.1.

The configuration 'mergeLocale' option seems to be the one to do this:

assuming we have the right status.

This is blocking the 7.0b1 release.
