681827 - Enable tree closure hook for services-central

We'd like to get the ability to close services-central when its "train" has left the station and is heading towards QA, to prevent checkins during the QA period.

Reassign back to Server-ops when the treeclosure hook is updated to include services-central so we can deploy it in prod.

Will add the below line to the [hooks] section in /repo/hg/mozilla/services/services-central/.hg/hgrc
