Follow up from bug 650794 (comment 21).

Tools registered with the highlighter should be able to clean up after themselves during highlighter shutdown. This may include closing and removing created UI, events, etc.

This could be invoked via a registered onDestroy callback sent to the highlighter through the registerTools method.
